California's Title 24 solar requirements have significantly impacted new construction projects, mandating the installation of solar power systems for residential and commercial buildings. As of January 1, 2023, all new single-family homes and low-rise residential buildings up to three stories high must have solar PV systems installed. The 2023 update has also extended this mandate to include commercial buildings.
The size of the required solar system is calculated based on the building's conditioned floor area, number of dwelling units, and climate zone. For example, a 2,000-square-foot home in Sacramento would require a 2.6 kW system, while the same home in Fresno would need a 3.3 kW system.
For commercial and high-rise residential buildings, the minimum solar system size is determined by Equation 140.10-A or by multiplying the total available Solar Access Roof Areas (SARA) by 14 W/ft²]. SARA includes all roof space capable of supporting a PV system, including covered parking areas and carports.
There are some exceptions to these requirements, such as:
1. Limited unshaded roof space (less than 80 adjacent square feet)
2. Inadequate roof space for the full system size
3. Buildings with insufficient roof space on two or three-stories
4. Plans approved prior to January 1, 2020
5. Installation of a battery storage system (which may reduce the required PV size by 25%).
It's crucial to note that effective January 1, 2024, all commercial solar projects over 15 kW in California, including associated battery storage, must pay prevailing wages to construction workers and apprentices. This applies to projects on net metering or net billing tariffs.
